The success is tied to strong equity policies like the Access Program, which waives fees and reduces ride costs by 80% for anyone enrolled in government assistance. Safe bike infrastructure makes a difference too. Streets with protected bike lanes saw 207% more ridership growth than those without, and safety incident rates are nearly 30% lower.
